Very sorry this happened to you, and you're absolutely right to be angry.

FWIW in San Francisco I had a tonic clonic ("grand mal") seizure about ten years ago on a public sidewalk. Came to surrounded by emergency medical workers, who told me that someone had seen me fall and called 911. This was before my gender transition, but I was definitely not a 20-something hot blonde :-) Regardless, I'm sure others who have fallen in this city have been ignored, sadly.
