Unless the licensing restricts the use of those images to a single article, the writer could use the images again elsewhere, so the money isn't necessarily wasted.

Also, if the article earns no money, the writer is out the time that they put into writing that article, even if they don't pay for an image license. That's the risk one takes writing "on spec".
