Do you have a link to the article claiming that Wikipedia is blocking archive.org? Last I checked (and I was a highly active editor until a few months ago), they were in fact partnering with the Internet Archive to help prevent linkrot.

ETA: I did a bit of research and found that what happened in February 2018 was the Wikipedia community decided to disable the feature of the InternetArchiveBot that left messages on talk pages, as such messages were getting excessive. This is not the same at all the same thing as blocking archive.org; links from that site are still acceptable on Wikipedia pages. As to whether Wikipedia blocks archive.org from archiving Wikipedia pages I haven’t checked into that yet…
